Across the eastern ocean from Bouldershield lays the continent of Dominica. Temperate in climate and with a long growing season, there were at a time many different cultures and civilizations that started there. The wars between them raged until a single gained ascendancy. Renaming themselves the Dominic Empire they are one of few nations that practice an unusual form of institutional slavery.

Every person born in the empire is born enslaved with a term of one hundred years. The children are taken to be trained in the ways of the empire and serve either the empire or individual free citizens. There are only two ways out of this slavery. If a family is wealthy they can buy their children’s freedom in gold. Otherwise for every child a couple births their own sentences are lowered by ten years. For every child a free citizen has, even if they have not had their freedom purchased, are gifted a slave that is either past child rearing age or unable to breed.

This system guarantees a steady supply of slave labor while protecting the extremely wealthy from the ravages of it. Enough slaves breed their way to freedom as well and are given their own slaves that for over two thousand years there has not been a single organized slave revolt.

This has left the Dominic Empire woefully behind in the technological advances the rest of the world has enjoyed and few are willing to trade them advanced engines or weapons out of concern for what the empire might do with them.
